Most of them are buried in local cemeteries without DNA samples being taken for analysis. This means that their families will never know what happened to them or where their graves are. While identification procedures and the repatriation of bodies are extremely complicated and financially out of reach for families, institutions are unwilling to participate. Hope is provided by individuals within the system who knowingly break legal procedures to help the families.
